(-23) DURING HOVER TAXI TO TAKE OFF AIRPORT, HELICOPTER STARTED RAPID TURN TO THE RIGHT. LEFT PEDAL INPUT FAILED TO COUNTER ROTATION. PILOT ROLLED OFF THROTTLE AND LANDED HELICOPTER.
