## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) A PRACTICE INSTRUMENT APPROACH WAS MADE TO OGD RUNWAY 03. DURING THE APPROACH 30 DEGREES OF FLAPS WERE USED. WINDS WERE AT 310 DEGREES AT 10-16 KTS, PLACING THE PILOT IN A DIRECT CROSSWIND. THE PILOT REQUESTED AND RECEIVED CLEARANCE FOR A CIRCLE TO LAND APPROACH TO RUNWAY 34. AT THIS TIME THE PILOT RETRACTED THE FLAPS AND MADE A LOW PASS OVER RUNWAY 03 EXECUTING A WIDE 310 DEGREE RIGHT TURN TO RUNWAY 34. DURING FLAP RETRACTION AND UNKNOWN TO THE PILOT, THE INBOARD TRACK OF THE RIGHT FLAP HUNG UP AT APPROXIMATELY 10 DEGREES WHILE THE OUTBOARD SECTION CONTINUED TO COMPLETELY RETRACT. THIS CAUSED THE FLAP TO TWIST AND DEFORM PULLING THE OUTSIDE EDGE OF THE FLAP OUTBOARD AND INTO THE AILERON. THIS JAMMED THE AILERONS IN A WINGS LEVEL POSITION. THE FLAP MOTOR THEN OVERLOADED AND TRIPPED THE CIRCUIT BREAKER. AT THIS POINT BOTH THE FLAPS AND AILERONS WERE INOPERATIVE. USING RUDDER, THE PILOT WAS ABLE TO LAND THE AIRCRAFT SAFELY ON RUNWAY 34.

Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
