## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) TWO DOCK WORKERS WITNESSED THE AIRCRAFT ATTEMPT TO MAKE AN EMERGENCY LANDING ON THE PIER, AND PULLED THE PILOT FROM THE WRECKAGE. NEITHER RECALLS HEARING ANY ENGINE NOISE. CONDITION OF PROPELLER INDICATES THE ENGINE WAS NOT DEVELOPING POWER. ALTHOUGH THERE WAS SOME FUEL SPILLAGE, IT WAS NOT SUBSTANTIAL. UNABLE TO DIP THE TANKS DUE TO THE EXTENT OF DAMAGE AND ATTITUDE OF THE WINGS. NTSB WILL FURTHER DETERMINE AND CHECK FUEL CONDITION IN ENGINE. THE PILOT ATTEMPTED TO GLIDE BETWEEN TWO CONEX CONTAINERS (SHIPPING, RAIL CONTAINERS) WHICH WERE STACKED TWO HIGH. THE FORWARD PORTION OF THE FUSELAGE AND WINGS CLEARED THE CONTAINERS, HOWEVER THERE IS SUBSTANTIAL EVIDENCE THAT THE LEFT FLAP (WHICH WAS RETRACTED) STRUCK THE TOP OF ONE CONTAINER, THEN THE AFT PORTION OF THE FUSELAGE AND THE LEFT HORIZONTAL STABILIZER IMPACTED LOWER ON THE CONTAINER, SEPARATING THE ENTIRE EMPENNAGE AFT OF THE CABIN AREA. THE PROP, ENGINE AND CABIN PORTION IMPACTED THE GROUND THEN SLID ABOUT 25 YARDS WHERE THEY IMPACTED MORE CONTAINERS WHICH WERE STACKED FIVE HIGH.
