## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ACCIDENT OCCURRED ON ASPHALT TARMAC AT EL MONTE AIRPORT AT 1006 HRS LOCAL PST. PRIOR TO FLIGHT, 20 GALLONS OF FUEL WAS UPLOADED. PILOT REPORTS HE WAS DEPARTING TO LIFT THE AIRCRAFT INTO A HOVER AND IT WAS LIGHT ON THE SKIDS. AS THE AIRCRAFT BALANCED OUT, HE CONTINUED TO RAISE THE COLLECTIVE. THE NOSE OF THE AIRCRAFT LIFTED OFF FIRST AND HE APPLIED FORWARD CYCLIC AGAIN TO BALANCE THE AIRCRAFT. THERE WAS A STRONG WIND WITH GUSTS. (UNSUBSTANTIATED BY ATC). THE AIRCRAFT AGAIN STABILIZED AND HE CONTINUED TO RAISE THE COLLECTIVE AND THE AIRCRAFT LIFTED OFF THE GROUND. AS THE AIRCRAFT LIFTED TO A 3 FOOT HOVER AND CLEAR OF THE GROUND, THE AIRCRAFT WAS PUSHED BACK. THE NOSE CAME UP, THE AIRCRAFT STRUCK THE LEFT REAR SKID ON THE GROUND. PILOT REPORTED HE FELT AS IF THE AIRCRAFT WAS ROTATING BACKWARDS AND TO THE LEFT. IN CONVERSATION WITH THE AIR TRAFFIC CONTROL TOWER, THERE WERE NO REPORTED GUSTS OF WIND THAT MORNING.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB LAX06CA116](https://openairdocs.org/ntsb/LAX06CA116), Feb 15, 2006: Robinson R22 (N23617), El Monte, CA, substantial damage. Probable cause: the pilot's inadequate compensation for the wind conditions, which resulted in the helicopter dynamically rolling over.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
