## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON MARCH 22, 2006 A BANKAIR, INC (BKAA), LEARJET LR-35, N58EM, WAS CLEARED TO DEPART RUNWAY 27L AT PHILADELPHIA INTERNATIONAL AIRPORT (PHL) TO CHAROLETTE (CLT). THE NORMAL, BEFORE TAXI, RUNUP AND INLINE CHECKS WERE COMPLETED. ACCORDING TO CREW STATEMENTS AND INTERVIEWS, THE AIRCRAFT WAS ROLLING DOWN THE RUNWAY, THE PNF (SIC) CALLED OUT A "FLUCTUATION IN N1." AT THIS TIME THE AIRCRAFT STARTED TO "YAW" TO THE LEFT, THE PNF CONFIRMED THAT THEY WERE BELOW V1 AND CALLED FOR AN ABORT (SIC STATED THAT THE A/C WAS UNDER 100 KNTS). DURING THIS TIME THE PF (PIC) WAS TRYING TO MAINTAIN DIRECTIONAL CONTROL. AS THE CALL FOR ABORT WAS MADE, THE PF, RETARDED THE THROTTLES TO FLIGHT IDLE AND DEPLOYED THE SPOILERS. THE AIRCRAFT WAS REALIGNED ON THE RUNWAY CENTERLINE, BUT THEN AGAIN YAWED TO THE LEFT, AT THIS TIME DIRECTIONAL CONTROL WAS COMPLETELY LOST AND THE AIRCRAFT BEGAN TO SKID AND ROTATE 180 DEGREES OPPOSITE OF THE RUNWAY HEADING. THE AIRCRAFT STOPPED OFF THE SOUTH SIDE OF RUNWAY 27L APPROXIMATELY 180 DEGREES IN THE OPPOSITE DIRECTION OF THE DEPARTURE RUNWAY. ENGINES, ANTI-SKID, NOSEWHEEL STEERING, GEAR AND BRAKE SYSTEMS REMOVED FOR TESTING (HONEYWELL/BOMBARDIER). DRAG CHUTE WAS NEVER DEPLOYED. (-23 AMENDMENT) THIS IS PART OF THE PREFLIGHT AND ORAL (BEFORE TAKE OFF) BRIEFING. THE DRAG CHUTE HANDLE IS LARGE AND LOCATED ON THE LEFT SIDE OF THE POWER QUADRANT, BUT THIS WAS ALSO MISSED. RETRAINING HAS BEEN CONDUCTED FOR BOTH PILOTS. COUNSELING HAS BEEN REQUESTED. THE COUNSELING WAS CONDUCTED BY THE POI. THIS COMPANY HAS ALSO INCORPORATED PRINTED ADVISORIES, ON EACH OF THE FIVE AIRCRAFT THAT ARE EQUIPPED WITH DRAG CHUTES, ADVISING THE CREW THAT THE AIRCRAFT THEY ARE FLYING DOES IN FACT HAVE AN OPERATIONAL DRAG CHUTE. THIS ADVISORY IS LOCATED ON THE DISPATCH "CAN" FOR EACH AIRCRAFT. THIS MATTER IS CLOSED.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB NYC06LA081](https://openairdocs.org/ntsb/NYC06LA081), Mar 22, 2006: Gates Learjet 35 (N58EM), Philadelphia, PA, substantial damage. Probable cause: The operator's inadequate maintenance of the fuel computer harness which resulted in engine surging and a subsequent loss of control by the flight crew during the takeoff roll.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
