## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE PILOT WAS CONDUCTING A LOCAL PROFICIENCY FLIGHT AND INTENDED TO DO SOME TOUCH AND GO OPERATIONS. DURING THE FIRST PRACTICE LANDING TO RWY 03 HE LANDED WITH AN ESTIMATED 10 KT TAILWIND. AT TOUCH DOWN THE FLIGHT CONTROLS EFFECTIVENESS WAS INSUFFICIENT, THE AIRCRAFT CAME TO REST UPSIDE DOWN OFF TO THE RIGHT SIDE OF THE RWY. PILOT STATED THAT WHEN HE DEPARTED APPROXIMATELY 20 MINUTES EARLIER THE WINDS WERE CALM AND AFTER ABOUT 20 MINUTES FLYING IN THE LOCAL AREA HE APPARENTLY BECAME UNAWARE OF THE WIND DIRECTION AND VELOCITY AND OBVIOUSLY LANDED WITH TOO MUCH TAIL WIND.
