(-23) THE PILOT AND SOLE OCCUPANT OF THE AIRCRAFT INITIATED A TAKE OFF ON RUNWAY 17 AT THE STANLEY, IDAHO AIRSTRIP. THE WINDS WERE OUT OF THE SOUTH AS REPORTED BY THE PILOT AND EYE WITNESSES. AS THE PILOT APPLIED POWER THE WITNESSES SAW THE DUST FROM THE PROP BLAST AND AT THE SAME TIME THEY SAW A SWIRLING CLOUD OF DUST MOVING FROM THE EAST TO THE WEST ACROSS THE RUNWAY A FEW HUNDRED FEET IN FRONT OF THE AIRCRAFT. THE AIRCRAFT ENCOUNTERED THIS WIND AND THE LEFT WING AND TAIL WERE RAISED UP OFF THE GROUND, THE AIRCRAFT VEERED RIGHT TOWARDS THE EDGE OF THE RUNWAY WHICH IS LINED WITH LARGE ROCKS UP TO THREE FEET IN HEIGHT. THE PILOT EXPLAINED THAT HE ATTEMPTED TO CORRECT BY APPLYING LEFT RUDDER AND AILERON TO NO AVAIL. WHEN HE SAW THAT COLLISION WITH THE ROCKS WAS EMINENT HE PULLED OFF THE POWER AND APPLIED THE BRAKES. THE AIRCRAFT STRUCK TWO OF THE ROCKS CAUSING SUBSTANTIAL DAMAGE.
