## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT OPERATED THE AIRCRAFT IN AN UNAIRWORTHY CONDITION. A FLAG (APPROXIMATELY 2.5 FEET BY 3.0 FEET) WAS ATTACHED TO A STRUT ON EACH WING. THE AIRCRAFT COULD NOT GET OUT OF GROUND EFFECT, THE AIRCRAFT SETTLED BACK ONTO THE RUNWAY AND WENT THROUGH A FENCE AND INTO A CREEK ENDING UPSIDE DOWN.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB DEN06CA092](https://openairdocs.org/ntsb/DEN06CA092), Jul 5, 2006: Flaglor High Tow (N19BB), Jackson, WY, substantial damage. Probable cause: the loss of engine power due to low cylinder compression and fouled spark plugs. Contributing to the accident was the pilot's inadequate preflight planning and preparation.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
