(-23) ON 07/15/2006 AT APPROXIMATELY 18:00 HR AIRCRAFT TOOK OFF FROM CLINTON COUNTY AIRPORT (PLB) AFTER A SERIES OF THUNDERSTORMS PASSED AND UNLOADED TWO TANDEM SKYDIVERS. AFTER A SLOW DESCENT AND CIRCLES TO THE SOUTH OF THE AIRPORT, PILOT ATTEMPTED TO LAND ON RUNWAY 32. WHEN POWER WAS APPLIED THE ENGINE QUIT, AIRCRAFT LANDED IN BRUSH AND BOG AREA 1/4 MILE SHORT OF RUNWAY. DURING DESCENT HE DID NOT USE CARBURETOR HEAT. PILOT CHECKED THE FUEL QUANTITY BEFORE THE FLIGHT WITH A WOOD STICK WITH NOTCHES. HE HAD 7 GALLONS RIGHT AND 10 GALLONS LEFT. HE SAID THE FUEL GAUGES HAVE NOT WORKED SINCE HE HAS BEEN FLYING THIS AIRCRAFT, A COUPLE OF YEARS. THE LOCKED FUEL SELECTOR WAS SO THE JUMPERS DO NOT MOVE THE SELECTOR. CONTRIBUTING FACTORS FOR THE ACCIDENT DETERMINED TO BE CARBURETOR ICING AND LOW FUEL QUANTITY.
