## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) C-FQPK, A PA-30 ENROUTE FROM WATERLOO REGIONAL AIRPORT (YKF) TO TETERBORO (TEB) REPORTED ICING AT 6000 FEET OVER HUEGONOT VOR, AND WAS CLEARED TO DESCEND. DURING THE DESCENT, THE LEFT ENGINE BEGAN SURGING, AND EVENTUALLY FAILED. THE ENGINE WAS RESTARTED AND THE AIRCRAFT CONTINUED TO TEB. THE PA-30 AIRPLANE FLIGHT MANUAL PROHIBITS THE USE OF THE TIP TANKS DURING DESCENT, HOWEVER, THE PILOT/OWNER OF THE AIRCRAFT STATED HE HAD DESCENDED WHILE USING TIP TANKS ON PRIOR FLIGHTS WITH NO PROBLEMS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
