(-23) PILOT MADE A LANDING IN AN OPEN BAY AT A REMOTE SEAPORT LOCATION (QUEENS BESS) AND TAXIED INTO AN ADJACENT CANAL AND THEN TO A NEARBY BOAT TO OFFLOAD A PASSENGER. AFTER APPROXIMATELY HALF AN HOUR, THE PILOT AND ANOTHER PASSENGER (NON REVENUE) THEN ATTEMPTED A TAKEOFF IN THE CANAL. THE PILOT'S STATEMENT INDICATES THAT TAKEOFF HEADING WAS APPROXIMATELY 190 DEGREES WITH THE WINDS COMING FROM APPROXIMATELY 240 AT 15 TO 25 KNOTS. AS POWER WAS APPLIED, THE AIRCRAFT BEGAN TO NOSE OVER AND ALTHOUGH THE PILOT QUICKLY REDUCED POWER, THE AIRCRAFT CONTINUED TO NOSE OVER INTO THE WATER AND EVENTUALLY BECAME INVERTED. BOTH THE PILOT AND THE PASSENGER EVACUATED THE AIRCRAFT WITHOUT INJURY.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
