## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON MONDAY, MARCH 12, 2007, N404CT LANDED AT ATLANTIC CITY, NEW JERSEY (KACY). THE OWNER OF N404CT ORDERED 40 GALLONS OF FUEL FROM THE LOCAL FIXED BASE OPERATION (FBO) AT KACY. THE OWNER REQUESTED ONE OF THE PASSENGERS ON N404CT TO MONITOR THE METER INDICATING THE NUMBER OF GALLONS PUMPED INTO THE AIRCRAFT AS IT WAS DARK AND THE LIGHT TO THE METER WAS INOPERATIVE. THE PASSENGER ASSISTED THE REFUELER WITH THE READING OF THE METER. HOWEVER, BOTH THE REFUELER AND THE PASSENGER MISREAD THE METER AND ONLY OF 4 GALLONS OF FUEL WERE PUMPED INTO THE AIRCRAFT INSTEAD OF 40 GALLONS. THE OWNER WAS CHARGED AND PAID FOR 40 GALLONS OF FUEL AND WAS OF THE UNDERSTANDING HE HAD RECEIVED 40 GALLONS OF FUEL. N404CT DEPARTED KACY ON AN INSTRUMENT FLIGHT PLAN WITH A CERTIFIED INSTRUMENT FLIGHT INSTRUCTOR (CFII) LISTED AS THE PILOT IN COMMAND. APPROXIMATELY 10 MINUTES LATER, N404CT'S ENGINE QUIT DUE TO FUEL STARVATION. THE CFII TOOK CONTROL OF THE AIRCRAFT AND WAS ABLE TO LAND THE AIRCRAFT ACROSS A RUNWAY WHICH RESULTED IN SUBSTANTIAL DAMAGE TO THE AIRCRAFT AND A MINOR INJURY TO ONE OF THE OCCUPANTS.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB NYC07CA076](https://openairdocs.org/ntsb/NYC07CA076), Mar 12, 2007: Bellanca 17-30A (N404CT), Farmingdale, NJ, substantial damage. Probable cause: The pilot's failure to verify the amount of fuel onboard before takeoff. Factors in the accident were the airplane being under fueled, the refueler's experience, the airplane's inoperative fuel…

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
