## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE PILOT DEPARTED FROM A FLAT AND LEVEL PASTURE THAT WAS COVERED WITH ABOUT 5 INCHES OF NATURAL GRASS. SHORTLY AFTER DEPARTURE, THE PILOT RETURNED FOR LANDING. DURING A WHEEL LANDING TOUCHDOWN, THE PILOT APPLIED THE BRAKES ROBUSTLY. ADDITIONALLY, THE PILOT APPLIED UP ELEVATOR. AS THE AIRCRAFT DECELERATED, THE UP ELEVATOR BECAME LESS EFFECTIVE AND THE AIRCRAFT NOSED OVER AND CAME TO REST INVERTED. A POST ACCIDENT INVESTIGATION REVEALED THE AIRCRAFT HAD BEEN APPROPRIATELY MODIFIED AT THE LAST ANNUAL INSPECTION WITH CLEVELAND WHEELS AND BRAKES, SIGNIFICANTLY CHANGING THE BRAKING CHARACTERISTICS OF THE AIRCRAFT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB LAX07CA166](https://openairdocs.org/ntsb/LAX07CA166), May 13, 2007: Piper J3C-65 (N98041), Quincy, CA, substantial damage. Probable cause: The pilot's excessive use of the brakes, which resulted in a nose over.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
