## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) UAL 90 SFO-EWR DEPARTED WITH 51,600 LBS OF FUEL OF WHICH ONLY 1600 LBS WAS FOR HOLDING. REGULATORY RESERVE FUEL WAS 5000 LBS, WITH NO ALTERNATE FUEL REQUIRED. 3000 LBS EXTRA FUEL WAS ONBOARD. A COMBINATION OF FACTORS RESULTED IN HIGHER THAN ANTICIPATED FUEL CONSUMPTION, INCLUDING LOWER THAN REQUESTED CRUISE ALTITUDE, AND 40 MINUTES OF HOLDING. WHEN ADVISED TO EXPECT 20 MORE MINUTES OF HOLDING, THE CAPTAIN ADVISED UNABLE, AND ADVISED MINIMUM FUEL, WITH ONLY 45 MINUTES REMAINING. DURING VECTORS TO EWR, UAL 90 WAS TOLD TO EXPECT LANDING CLEARANCE IN 20 MINUTES. THE CAPTAIN DECLARED A FUEL EMERGENCY, AND LANDED 10 MINUTES LATER WITH 4,800 LBS OF FUEL REMAINING (APPROX 40 MINUTES). THE FUEL QUANTITIES CONTAINED IN THE DISPATCH RELEASE, AND THE QUANTITY REMAINING AFTER LANDING ARE CONSISTENT WITH THE EVENTS REPORTED BY BOTH ATC AND THE CAPTAIN OF THE FLIGHT. NO REGULATORY VIOLATIONS WERE DISCOVERED DURING THIS INVESTIGATION.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
