## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) A STEEP APPROACH WAS MADE TO RUNWAY 29 AT SBP WITH WINDS AT 300 DEGREES, AT 8 KNOTS. THE STUDENT PILOT FLARED AT 10' AGL WITH THROTTLE AT IDLE. THE AIRCRAFT BALLOONED TO ABOUT 15' AGL. THE AIRCRAFT PITCHED NOSE DOWN DUE TO THE REDUCTION IN AIRSPEED. THE INSTRUCTOR GAVE A VERBAL COMMAND TO THE STUDENT PILOT TO FLARE THE AIRCRAFT. THE STUDENT FAILED TO REACT IN TIME AND THE AIRCRAFT COLLIDED WITH THE RUNWAY. THE INSTRUCTOR WAS EVALUATING THE STUDENT FOR SOLO COMPETENCY. THE ACCIDENT FLIGHT WAS THE INSTRUCTOR'S SECOND FLIGHT WITH THIS STUDENT PILOT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.
