## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE PERSONAL FLIGHT WAS OPERATING UNDER 14 CFR PART 91 RULES IN VISUAL FLIGHT RULE (VFR) CONDITIONS. THE PILOT-IN-COMMAND ATTEMPTED TO TAKEOFF FROM WATERWAY AT KENAI AIRPORT. DURING THE TAKEOFF RUN THE PILOT DID NOT FEEL THE AIRCRAFT WAS LIFTING FROM THE WATER ADEQUATELY AND ADDED FLAPS. AS THE TAKEOFF RUN PROGRESSED THE PILOT DID NOT FEEL THAT THE AIRCRAFT WAS ACCELERATING NORMALLY. THE DECISION TO REJECT THE TAKEOFF WAS MADE 1000 FEET FROM THE DEPARTURE END OF THE RUNWAY, AS ESTIMATED BY THE PILOT. THE AIRCRAFT WAS UNABLE TO BE STOPPED IN THE REMAINING DISTANCE AND IMPACTED THE SHORE AT THE DEPARTURE END OF THE RUNWAY AT AN ESTIMATED 20 MILES PER HOUR. THE AIRCRAFT ROLLED FORWARD AND CAME TO REST INVERTED ON THE SHORE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB ANC07LA090](https://openairdocs.org/ntsb/ANC07LA090), Aug 25, 2007: Cessna 150G (N2981S), Kenai, AK, substantial damage. Probable cause: The pilot's excessive flap setting during takeoff.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
