(-23) MESABA FLT 3100 DEPARTED DTW AND UPON ARRIVAL AT TOL, THE RIGHT HAND OUTBOARD WHEEL AND TIRE ASSEMBLY WAS DETERMINED TO BE MISSING. MESABA BELIEVES THE WHEEL DEPARTED THE AIRCRAFT ON DEPARTURE FROM DTW. WHEEL AND TIRE ASSEMBLY HAS NOT BEEN LOCATED.
