## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) HELICOPTER WAS ON A DAMAGE EVALUATION FLIGHT OVER THE WEST RAMONA AREA FOLLOWING THE CALIFORNIA WILD FIRES. PILOT AND 3 UTILITY COMPANY OBSERVERS WERE FLYING RELATIVELY LOW AND SLOW ALTITUDES AND ATTITUDES TO DETERMINE WHICH FIRE DAMAGED POWER POLES WOULD REQUIRE REPLACEMENT. AS PILOT MANEUVERED HELICOPTER IN A DESCENDING RIGHT HAND TURN APPROXIMATELY 100 FT. ABOVE AN AVOCADO ORCHARD, HE ALLEGEDLY EXPERIENCED LIMITED CONTROL OF HELICOPTER, WHICH HE ATTRIBUTED TO LIMITED CYCLIC CONTROL, ULTIMATELY RESULTING IN A LOSS OF CONTROL AND IMPACT WITH AVOCADO TREES RESULTING IN THE HELICOPTER COMING TO REST ON ITS SIDE. INVESTIGATION OF THE AIRCRAFT AND ASSOCIATED SYSTEMS AND CONTROLS HAS NOT REVEALED ANY MECHANICAL MALFUNCTION.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB LAX08CA018](https://openairdocs.org/ntsb/LAX08CA018), Oct 25, 2007: Bell 206L-1 (N412KK), Ramona, CA, substantial damage. Probable cause: The pilot's failure to maintain control and correct a descent and a loss of tail rotor effectiveness while maneuvering at a low altitude and reduced airspeed.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
