(-23) THE CERTIFICATED PRIVATE, AND NON INSTRUMENT RATED PILOT OF N3770Q, A BE-35 AIRCRAFT ON A VFR FLIGHT FROM OKLAHOMA TO MORRIS, ILLINOIS (C09), ENCOUNTERED INSTRUMENT METEOROLOGICAL CONDITIONS DUE TO LOW CLOUDS AND VISIBILITY IN CENTRAL ILLINOIS. THE PILOT CONTACTED THE SPRINGFIELD, ILLINOIS AIR TRAFFIC CONTROL FACILITY (ATC), AND REQUESTED INFORMATION REGARDING THE WEATHER CONDITIONS IN THE GENERAL AREA. AFTER CHECKING WITH OTHER ATC FACILITIES, THE SPRINGIELD ATC FACILITY CONTROLLER NOTIFIED THE PILOT OF N3770Q, THAT THE NEAREST VISUAL FLIGHT RULE CONDITIONS WERE IN THE SOUTHERN PART OF THE STATE NEAR CARBONDALE, ILLINOIS. THE PILOT COULD NOT MAINTAIN HIS AIRCRAFT IN VFR CONDITIONS THEREFORE THE SPRINGFIELD ATC CONTROLLER OFFERED TO INITIATE AN AIRPORT SURVEILLANCE RADAR APPROACH (ASR) INTO THE SPRINGFIELD AIRPORT. THE PILOT CONCURRED WITH THIS ACTION AND AN EMERGENCY WAS DECLARED FOR N3770Q. THE AIRCRAFT WAS THEREAFTER RADAR VECTORED TO THE FINAL APPROACH COURSE FOR A LANDING ON RUNWAY 22 AT THE SPRINGFIELD AIRPORT AND LANDED WITHOUT FURTHER INCIDENT. From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
