## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON JANUARY 18, 2008, AN AIRPLANE N41NE, SA-227 DECLARED AN EMERGENCY AS A RESULT OF FLIGHT CONTROL FAILURE. DURING TAXIING IN DUTCH HARBOR WITH 68 KNOTS CROSSWIND, THE CAPTAIN FELT A "FORCE" ON THE RUDDER. PILOT ELECTED TO TAXI BACK. HE VISUALLY INSPECTED THE RUDDER ALIGNMENT AND MANIPULATED THE RUDDER PEDALS AND FOUND NO ABNORMALITIES. HE SAT FOR APPROXIMATELY ONE HOUR WAITING FOR THE WINDS TO SUBSIDE. WHEN THE WINDS WERE AT 50 KNOTS, HE TAXIED OUT. DURING CLIMB OUT, THE PILOT NOTICED HE HAD LITTLE OR NO LEFT RUDDER INPUT. THE PILOT DECLARED AN EMERGENCY AND LANDED IN ANCHORAGE, INTERNATIONAL AIRPORT UNEVENTFULLY. UPON INSPECTION OF THE AIRPLANE, AT THE MAIN MAINTENANCE BASE IN ANCHORAGE: THE RUDDER CONTROL CABLE/PULLEY (UPPER), AT COCKPIT HAD LOST THE UPPER PIN, PART NUMBER NAS240, WHICH RESULTED WITH THE RUDDER CABLE JUMPING THE PULLEY.
