(-23) THE AIRCRAFT DEPARTED RUNWAY 33 AT THE KISSIMMEE GATEWAY AIRPORT FOR PATTERN WORK. ON THE CROSSWIND TO DOWNWIND TURN THE AIRCRAFT LOST POWER, THE PILOT DECLARED AN EMERGENCY, TRIED TO RESTART THE AIRCRAFT WITH NO LUCK, AND WAS FORCED TO MAKE AN OFF AIRPORT LANDING. THERE WAS SUBSTANTIAL DAMAGE TO THE WINGS' FLOATS AND TAIL SECTION. THE PASSENGERS WERE UNHURT. THE CE-206 HAS A TOTAL FUEL CAPACITY OF 65 GALLONS WITH EACH TANK HAVING .8 OF A GALLON UNUSABLE FUEL.

## The NTSB's investigation of this event (1)
