## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) WEATHER CONDITIONS UPON TAKE-OFF FROM WRANGELL, AK HAD MODERATE TO HEAVY SNOWFALL. CREW TAXIED TO DEPARTURE END OF RUNWAY, SET THE PARKING BRAKE AND REVIEWED DEPARTURE AND OBSTACLE PROCEDURES. PIC CALLED FOR LINE UP CHECKLIST AND CREW COMPLETED CHECKLIST EXCEPT PARKING BRAKE RELEASE. PIC SET TAKE-OFF THRUST AND NOTICED AN UNUSUAL AMOUNT OF DRAG DURING TAKE-OFF ROLL. THE FLIGHT CREW ALSO NOTICED THAT THE TAKE-OFF THRUST WAS BELOW THE MINIMUM FOR TAKE-OFF AND THE PIC HAD TO PUSH HARD ON THROTTLES TO ADVANCE THROTTLES TO POWER SETTING. CREW DECIDED TO CONTINUE TAKE-OFF AND DURING CLIMBOUT THE CREW NOTICED PARKING BRAKE HANDLE WAS STILL PULLED OUT AND REALIZED THE PARKING BRAKE WAS COMPLETELY OR PARTIALLY STILL SET. SEE ATTACHED STATMENTS FOR FURTHER INFO. ^PRIVACY DATA OMITTED^

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
