## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON SITE VISUAL INSPECTION BY SDL FSDO INSPECTOR CONDUCTED. PICTURES WERE TAKEN AND ORIGINAL STATEMENTS COLLECTED FROM BOTH ON BOARD FLIGHT INSTRUCTOR AND STUDENT. CONSISTENT ACCOUNTS OF THE INCIDENT FROM BOTH AIRMEN INDICATED A SIMULATED ENGINE FAILURE WAS INITIATED AT APPROXIMATELY 1500 FEET AGL. INTENDED LANDING TARGET WAS A PLOWED FIELD UNSUITABLE FOR AN ACTUAL LANDING. STATEMENTS INDICATE THAT THE INTENDED LANDING TARGET AT EAST END OF THE FIELD WAS NOT GOING TO BE ACHIEVED WITHOUT UTILIZING FULL FLAPS AND FORWARD SLIP. AT APPROXIMATELY 100 FEET AGL, THE FLIGHT INSTRUCTOR ADVISED THE STUDENT TO "GO AROUND." THE STUDENT MOVED THE THROTTLE FORWARD, HOWEVER NOT TO THE FULL FORWARD POSITION. THE INSTRUCTOR THEN REACTED BY PLACING THE THROTTLE FULL FORWARD JUST PRIOR TO THE AIRCRAFT CONTACTING THE GROUND. DURING THE POST ACCIDENT INSPECTION, THE ENGINE WAS RUN WITHOUT INCIDENT. BOTH MAGNETOS WERE TESTED AND CONSIDERED OPERATIONAL.
