## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) TO DEMONSTRATE AN EMERGENCY RETURN TO THE RUNWAY OF DEPARTURE AFTER AN ENGINE FAILURE, THE CFI MADE A LOW APPROACH TO RUNWAY 30 AT 1Q4, CLIMBED TO ABOUT 500 TO 600 FEET, RETARDED THE THROTTLE TO SIMULATE AN ENGINE FAILURE, AND MANEUVERED TO MAKE A DOWNWIND APPROACH TO RUNWAY 12, INTENDING TO EXECUTE A LOW APPROACH, RATHER THAN LAND. AT 10 FEET AGL, THE AIRCRAFT STALLED AND DROPPED TO THE RUNWAY. THE CFI STATED THAT THE LEFT MAIN GEAR AND LEFT WING STRUCK THE RUNWAY. THE AIRPLANE HIT HARD AND GROUND LOOPED, RESULTING IN SUBSTANTIAL DAMAGE TO THE AIRCRAFT. THE CFI STATED THAT WHEN THE AIRPLANE STALLED AND DROPPED, HE ADDED FULL POWER. HE STATED THAT WHEN THE AIRCRAFT HIT THE GROUND HE BROUGHT THE POWER TO IDLE. WHEN ASKED WHAT AIRSPEED WAS INDICATED ON SHORT FINAL, THE CFI REPLIED HE DID NOT KNOW. HE WAS NOT CHECKING INDICATED AIRSPEED ON SHORT FINAL AS HIS ATTENTION WAS FOCUSED OUTSIDE THE AIRCRAFT.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB SEA08CA088](https://openairdocs.org/ntsb/SEA08CA088), Mar 8, 2008: American Champion 7GCAA (N75SE), Tracy, CA, substantial damage. Probable cause: The flight instructor's inadequate compensation for the tailwind condition and failure to maintain adequate airspeed that led to an inadvertent stall.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
