(-23)  WHILE STEP TAXIING THE AIRCRAFT IN A SLIGHT CROSSWIND, THE RIGHT WING FLOAT STRUCK SEA GULL ISLAND.  THE AIRCRAFT THEN VEERED TO THE LEFT AND CAME TO REST ON THE LEFT BANK.
