## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AIRMAN ENTERED A RIGHT DOWNWIND FOR RUNWAY 25 AT ROCK CREEK AIRPORT (99C0) AFTER OBSERVING THE WINDSOCK AND BLOWING DUST PATTERNS THAT HE STATES WERE INDICATING LIGHT AND VARIABLE WINDS. TOUCHDOWN AND INITIAL ROLLOUT WERE NORMAL, ACCORDING TO THE AIRMAN: HOWEVER A SUDDEN, STRONG QUARTERING TAILWIND CAUSED THE PLANE TO SWERVE LEFT. AIRMAN STATED HE APPLIED FULL RIGHT RUDDER AND THEN RIGHT BRAKING TO COUNTER THE LEFT SWERVE. THIS STRAIGHTENED THE NOSE, BUT THE AIRCRAFT WAS ALREADY TOO CLOSE TO THE LEFT EDGE OF THE RUNWAY AND THE LEFT WING CAUGHT A PORTION OF BARBED-WIRE FENCE OFF THE LEFT SIDE OF THE RUNWAY. THE LEFT WING STRUT THEN IMPACTED A FENCE POST AND CAUSED THE AIRCRAFT NOSE OVER AND SLOWLY ROLL OVER ON IT'S BACK. NO INJURIES SUSTAINED BY PILOT OR PASSENGER. MINOR PROPERTY DAMAGE TO FENCE. AIRCRAFT SUBSTANTIALLY DAMAGED.
