## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AT APPROXIMATELY 1415 EASTERN DAYLIGHT TIME (EDT) ON JUNE 28, 2008, N725PS WAS BEING PUSHED BACK FROM GATE E12, WHEN IT COLLIDED WITH N228PS. N228PS HAD BEEN PUSHED BACK FROM GATE E21 AND WAS AWAITING TAXI INSTRUCTIONS. THE COMMUNICATION FROM CONTROL CLEARING N228PS TO TAXI WAS BLOCKED BY CALLS FROM OTHER AIRCRAFT. THE WING WALKER ON N725PS THOUGHT THE TUG DRIVER WAS ONY PUSHING THE AIRCRAFT BACK APPROXIMATELY 10 FEET. WHEN THE TUG DRIVER CONTINUED PUSHING THE AIRCRAFT BEYOND 10 FEET, THE WING WALKER AND OTHER PERSONNEL TRIED TO GET THE TUG DRIVER TO STOP THE PUSHBACK. THEY WERE UNABLE TO GET HIS ATTENTION. THERE WAS SUBSTANTIAL DAMAGE TO THE RUDDER/VERTICAL STABILIZER ON N725PS AND THE ELEVATOR ON N228PS. TUG DRIVER WAS NOT WEARING A HEADSET TO COMMUNICATE WITH THE PILOT DUE TO AN AMBER ALERT BEING CALLED (LIGHTNING WITHIN A 10 MILE RADIUS OF THE AIRPORT).
