## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT ATTEMPTED FOUR APPROACHES BUT WAS UNABLE TO SLOW AIRCRAFT DOWN. ON FIFTH APPROACH, HE LANDED LONG AND FAST AND OVERSHOT THE RUNWAY. THE AIRCRAFT LEFT THE HARD SURFACE RUNWAY, CONTINUED ON THROUGH GRASS AND IMPACTED A BOUNDARY FENCE. THE AIRCRAFT RIGHT MAIN GEAR LEFT A 700 FOOT LONG SKID MARK PRIOR TO HITTING THE FENCE. WITNESSES STATED THAT THE AIRCRAFT LANDED AT A HIGH RATE OF SPEED IN A LEFT WING HIGH ATTITUDE. THE AIRCRAFT SUSTAINED SUBSTANTIAL DAMAGE TO THE WINGS, FUSELAGE AND EMPENAGE. THE PILOT STATED THAT HE BELIEVED THE AIRCRAFT HAD MECHANICAL PROBLEMS BECAUSE HE WAS ONLY SEEING 2400 RPM. INSPECTION OF THE AIRCRAFT SHOWED THAT THE FLAPS WERE SET AT 20 DEGREES AND THE TRIM WAS SET FOR NOSE DOWN. FLAPS WERE FOUND TO OPERATE PROPERLY AFTER THE ACCIDENT. ALL AIRCRAFT CONTROLS WERE OPERATED AND APPEARED TO OPERATE PROPERLY.
