## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) DURING LOCALIZER INTERCEPT FOR THE ILS RUNWAY 23 APPROACH, AIRCRAFT AIRSPEED WAS PERMITTED TO DECAY TO STICK SHAKER ACTIVATION AND AUTO PILOT DISCONNECT. THE AIRCRAFT'S SUSTAINED PITCH UP ATTITUDE TO APPROXIMATELY 30 DEGREES, ALLOWED A LOSS OF CONTROL OF THE AIRCRAFT IN A STALLED CONDITION THAT THE CREW WAS UNABLE TO CORRECT. THE AIRCRAFT STRUCK A PRIVATE RESIDENCE KILLING ONE OCCUPANT OF THE HOME AND ALL 49 PERSONS ABOARD THE AIRCRAFT. A POST ACCIDENT FIRE WAS FED BY THE RESIDENCE'S NATURAL GAS LINE THAT HAD BEEN BROKE WHEN THE AIRCRAFT IMPACTED THE HOUSE. AN FAA SAFETY RECOMMENDATION IS BEING CONSIDERED REGARDING PILOT TRAINING TECHNIQUES FOR SUCCESSFUL RECOVERY FROM PENDING STALL (STICK SHAKER ACTIVATION) ALONG WITH UNEXPECTED AUTO PILOT DISENGAGEMENT: STICK PUSHER DEMO IN SIMULATION TRAINING: SCENARIO BASED TRAINING TECHNIQUES.
