(-23)  PILOT WAS LANDING AT GEG ON RUNAWAY 25.  WINDS WERE 6 TO 8 KNOTS @ '170 DEGREES.  AIRCRAFT PORPORISED ON LANDING AND THE PILOT DID NOT REACT PROPERLY RESULTING IN A PROP STRIKE ON THE RUNWAY.
