## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE NON CERTIFICATED PILOT REPORTED THAT AFTER COMPLETING HIS PRE-TAKEOFF CHECKLIST, HE TAXIED ONTO RUNWAY 30, AND PROCEEDED TO TAKEOFF. HE STATED THAT HE LIFTED OFF NORMALLY AND CLIMBED TO ABOUT 300 FEET ABOVE GROUND LEVEL. AS THE AIRPLANE NEARED THE DEPARTURE END OF THE RUNWAY, THE ENGINE SEEMED TO PARTIALLY LOSE POWER. THE PILOT TURNED THE AIRPLANE SLIGHTLY TO THE LEFT TO AVOID A CONCRETE PLANT, AND INITIATED A FORCED LANDING TO THE SOUTHERN EDGE OF THE DELTA-MENDOTA CANAL. SUBSEQUENTLY, THE AIRPLANE LANDED HARD ON THE NORTHERN SIDE OF THE CANAL AND SLID INTO THE WATER. THE PILOT AND PASSENGER EXITED THE AIRPLANE AS IT BECAME SUBMERGED UNDERWATER.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB WPR09LA330](https://openairdocs.org/ntsb/WPR09LA330), Jul 3, 2009: Taylorcraft DCO-65 (N51459), Tracy, CA, substantial damage. Probable cause: The loss of engine power for undetermined reasons.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
