## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE PIC STARTED THE AIRCRAFT ENGINE WITH A HIGH THROTTLE SETTING WHILE ON THE GROUND FACING AN AVIONICS BUSINESS HANGER. THE ENGINE STARTED AND THE PIC LOST CONTROL OF THE AIRCRAFT DURING A TURN TO THE LEFT. THE RIGHT WING LEADING EDGE OF THE AIRCRAFT STRUCK THE TAIL SECTION OF A PARKED PA-30 REMOVING THE VERTICAL FIN AND RUDDER SECTIONS OF THE AIRCRAFT. THE LEFT TURN WAS WIDE ENOUGH TO TRACE THE TIRE TRACKS OFF THE RAMP LEADING TO A GRASS AREA, THEN BACK TO THE RAMP BEFORE STOPPING THE AIRCRAFT. THE PIC EXAMINED THE DAMAGE TO HIS AIRCRAFT AND DESPITE THE ADVISE OF AVIONICS TECHNICIANS, DEPARTED THE SURGARLAND AIRPORT (KSGR) AND RETURNED THE AIRCRAFT TO A HANGAR AT WEST HOUSTON AIRPORT (KIWS). THE PIC FLEW THE AIRCRAFT (N1988M) IN AN UNAIRWORTHY CONDITION AFTER THE ACCIDENT. FURTHER INVESTIGATION SHOWED SEVERAL AD'S HAD NOT BEEN COMPLIED WITH ON THE LAST ANNUAL INSPECTION.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CEN09CA547](https://openairdocs.org/ntsb/CEN09CA547), Aug 24, 2009: Cessna 182P (N1988M), Sugar Land, TX, substantial damage. Probable cause: The pilot's failure to control the airplane during engine startup, and his failure to maintain clearance from other objects.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
