(-23) DURING A VFR REPOSITIONING FLIGHT FROM IOWA TO JACKSON, MS, THE PIC LANDED ON RUNWAY 18 AT KMHL FOR FUEL. THE AIRPORT WAS CLOSED AS PUBLISHED IN NOTAM COU 08261/09. THE DIRECTOR OF THE CITY'S MUNICIPAL SERVICES MOVED SOME BARRICADES TO ALLOW THE PIC TO TAXI ONTO THE PARKING RAMP. THE PIC STATED THAT HE HAD NOT CHECKED NOTAMS AND HE DIDN'T SEE THE LARGE "X" ON THE RUNWAY UNTIL HE LANDED. AFTER REFUELING, THE PIC DEPARTED AS REQUEST BY THE DIRECTOR OF CITY SERVICES. MR. LIENARD SUFFERED A STROKE ON 09/01/2009. HE REMAINS HOSPITALIZED, AND IS UNABLE TO SPEAK. THE WHEREABOUTS OF THE PILOT'S LOGBOOK IS CURRENTLY UNCERTAIN; CONSEQUENTLY THE PIC'S FLIGHT HOUR HISTORY AND DATE OF REGULATORY CHECK RIDE IS UNDETERMINED. ACCORDING TO THE ATTENDING PHYSICIAN, IT IS DOUBTFUL THAT MR. LIENARD WILL EVER FLY AGAIN AND IS FACING LENGTHY RECOVERY PROCESS. INCIDENT NUMBER ICE052009024 IS CLOSED.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
