## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON 08-28-09, N682RC LEFT BREMERTON, WA, ABOUT 0630. AFTER TAKEOFF THE PILOT EXPERIENCED AN ELECTRICAL PROBLEM WITH HIS AIRPLANE, AND ALL CURRENT WAS LOST. SHORTLY THEREAFTER, ELECTRICAL CURRENT WAS REGAINED, BUT IT WAS SUBSEQUENTLY LOST. RATHER THAN CONTINUING HIS INTENDED FLIGHT TO PAINE FIELD, THE PILOT OPTED TO LAND IN THE SHILSHOLE BAY. THE PILOT ATTEMPTED TO RAISE THE LANDING GEAR MANUALLY BY PUMPING IT UP. THIS ACTION WAS REQUIRED TO PERFORM A WATER LANDING. THE MAIN LANDING GEAR WAS ONLY PARTIALLY RETRACTED WHEN HE LANDED AND THE AIRCRAFT FLIPPED.
