## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) DURING A PILOT SCHOOL STAGE CHECK, THE PA-28R-201 LANDED GEAR UP ON RUNWAY 17L. THE CERTIFICATED FLIGHT INSTRUCTOR DID NOT IDENTIFY AND CORRECT THE STUDENT PILOT'S FAILURE TO LOWER THE LANDING GEAR PRIOR TO A POWER-OFF 180 DEGREE ACCURACY APPROACH AND LANDING. BOTH PILOTS REPORTED THAT, PRIOR TO LANDING THEY WERE DISTRACTED BY ATCT RADIO CONGESTION, AND THE RECEIVING OF A TRAFFIC ADVISORY RADIO CALL WHILE ON THE TRAFFIC PATTERN BASE LEG. THE TOWER CONTROLLER, WHILE WORKING THE COMBINED POSITIONS OF TOWER AND GROUND, ISSUED A TRAFFIC ADVISORY, WHICH REPORTED AIRCRAFT TRAFFIC OPERATING IN THE PARELLEL RUNWAY 17R TRAFFIC PATTERN. THE FAILURE OF THE STUDENT PILOT NOT LOWERING THE LANDING GEAR CAUSED THE AIRCRAFT TO HAVE AN UNSTABILIZED APPROACH ANGLE AND SPEED. AS A RESULT THE FLIGHT INSTRUCTOR WAS REQUIRED TO ASSUMED CONTROL OF THE AIRCRAFT PRIOR TO TOUCH DOWN. NEITHER PILOT REMEMBERED HEARING THE ACTIVATION OF THE LANDING GEAR WARNING HORN PRIOR TO THE GEAR UP LANDING. A POST FLIGHT INSPECTION OF THE AIRCRAFT LANDING GEAR REVEALED NORMAL OPERATION OF THE WARNING SYSTEM.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
