(-23)  AIRCRAFT DEPARTED RWY 8 AND AT ABOUT 1400 FT ALTITUDE, THE PILOT REPORTED THAT THE ENGINE QUIT.  AN EMERGENCY LANDING WAS MADE IN A POND/SMALL LAKE, WITH THE WATER DEPTH OF 4 FEET.
