THE CERTIFIED FLIGHT INSTRUCTOR/PILOT-IN-COMMAND WAS PREPARING THE PILOT UNDERGOING INSTRUCTION IN COMMERCIAL MANUVERS UTILIZING LESSON #83 OF THEIR PART 141 APPROVED JEPPESEN INSTRUMENT/COMMERCIAL SYLLABUS. THIS WAS IN PREPARATION FOR THE COMMERCIAL PILOT PRACTICAL TEST. THE PIC STATED IN BOTH A WRITTEN STATEMENT AND INTERVIEW THAT DURING THE PRACTICE OF A "POWER OFF 180 DEGREE ACCURACY APPROACH AND LANDING" THE GEAR WAS KEPT RETRACTED DUE TO WIND GUSTS AFFECTING THE GLIDE OF THE AIRCRAFT. HE FURTHER STATED THAT HE DID EVENTUALLY PUT THE GEAR HANDLE DOWN BUT THE AIRCRAFT CONTACTED THE RUNWAY. HE ALSO STATED THERE WERE NO MECHANICAL ISSUES WITH THE AIRCRAFT AND THE GEAR WARNING HORN WORKED PROPERLY. A PILOT RATED EYEWITNESS STATED THAT HE SAW THE AIRCRAFT ON FINAL AND THE GEAR WAS NOT DOWN AND THEN SAW THE AIRCRAFT LAND GEAR UP. THE AIRCRAFT CAME TO REST WITH ITS GEAR RETRACTED APPROXIMATELY 1000 FEET DOWN RUNWAY 1 AT N14 AND THERE WERE NO INJURIES TO EITHER PILOT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
