PILOT INITIATED GEAR EXTENSION DURING FLAIR FOR LANDING. GEAR DID NOT HAVE TIME TO EXTEND AND AIRCRAFT LANDED WITH PARTIAL GEAR EXTENSION.  REPORT FROM MOONEY AIRCRAFT STATES THAT GEAR WARNING SYSTEM WAS NOT OPERATING PROPERLY IN THAT PILOT RECEIVED NO INDICATION THAT THE GEAR WAS NOT DOWN AND LOCKED.
