ON FRIDAY, JANUARY 15, 2010 MR. WARD, THE PILOT, WAS UNABLE TO START N5588R, A CESSNA 172F, WITH THE KEY. MR. WARD CHOSE TO HAND PROP THE AIRPLANE. WITH THE THROTTLE AND PARKING BRAKE SET, MASTER AND KEY OFF, HE PULLED THE PROP THROUGH SIX TIMES AND THEN RETURNED TO THE CABIN, PRIMED THE ENGINE, AND SET MASTER ON AND KEY ON BOTH. HE PULLED THE PROP, BUT THE ENGINE FAILED TO START. HE RETURNED TO THE CABIN AND PRIMED AGAIN. ON HIS SECOND ATTEMPT TO HAND PROP THE AIRPLANE, THE ENGINE STARTED. AS MR. WARD WAS WALKING AROUND THE LEFT WINGTIP, HE NOTICED THAT THE AIRPLANE HAD BEGUN TO MOVE FORWARD. MR. WARD ATTEMPTED AND FAILED TO REGAIN ACCESS TO THE CABIN IN ORDER TO SHUT THE ENGINE OFF. N5588R CONTINUED TO ROLL FORWARD AND TO THE LEFT AND IMPACTED N9982V, AN EMPTY CESSNA 172M PARKED AND SECURED APPROXIMATELY 85 FEET AWAY ON THE AIRPORT RAMP. THE WHEELS WERE NOT CHOCKED NOR THE WINGS OR TAIL TIED DOWN ON N5588R. THE COLLISION CAUSED THE N5588R'S ENGINE TO STOP. AFTER ASSESSING THE AREA WAS SAFE, MR. WARD TURNED THE MASTER, KEY AND FUEL OFF FOR N5588R. DURING THE ON-SITE INSPECTION WITH MR. WARD ON SUNDAY, JANUARY 17, 2010, HE WAS ABLE TO PULL THE PARKING BRAKE HANDLE TWO MORE CLICKS AND WE OBSERVED THAT THE THROTTLE WAS OPEN APPROXIMATELY A QUARTER OF AN INCH AND THE THROTTLE FRICTION LOCK WAS TIGHT.

From the FAA Accident/Incident Data System.
