## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON MAY 31ST, 2010, AT APPROXIMATELY 2200 LOCAL TIME, A NON-CERTIFICATED PILOT WAS INVOLVED IN AN AIRCRAFT ACCIDENT AFTER INCORRECTLY RESTARTING THE AIRCRAFT UPON LANDING AT THE WELLINGTON MUNICIPAL AIRPORT (KEGT), WELLINGTON, KANSAS. THE AIRCRAFT INVOLVED IN THIS ACCIDENT IS A PIPER PA-22-135 TRI-PACER, WHICH IS OWNED BY THE NON-CERTIFICATED PILOT'S FAMILY. VISUAL METEOROLOGICAL CONDITIONS (VMC) EXISTED AT THE TIME OF THE ACCIDENT. IMMEDIATELY PRIOR TO THIS ACCIDENT, THE NON-CERTIFICATED AIRMAN HAD LANDED THE AIRCRAFT ON RUNWAY 35 AT THE WELLINGTON MUNICIPAL AIRPORT (KEGT) WITH THE INTENT OF EXECUTING A TOUCH-AND-GO LANDING. UPON TOUCHDOWN, THE AIRMAN INDICATED THAT POWER WAS APPLIED TO INITIATE THE TAKEOFF; HOWEVER, THE ENGINE DID NOT RESPOND. THE AIRCRAFT ROLLED TO A STOP, AT WHICH TIME, THE NON-CERTIFICATED PILOT AND PASSENGER EXITED THE AIRCRAFT TO PULL IT ONTO THE ADJACENT TAXIWAY. FOR A PERIOD OF APPROXIMATELY 15 MINUTES, THE AIRMAN ATTEMPTED TO RESTART THE AIRCRAFT, PRIMING THE ENGINE 6 OR 7 TIMES. PER THE AIRMAN, DURING ONE ATTEMPTED START, THE ENGINE BACKFIRED. SHORTLY THEREAFTER, THE PASSENGER INDICATED THAT THERE WERE VISIBLE FLAMES UNDERNEATH THE INSTRUMENT PANEL. THE AIRMAN STATED THAT THEY ATTEMPTED TO EXTINGUISH THE FLAMES, BUT TO NO AVAIL; THE AIRCRAFT WAS COMPLETELY DESTROYED DUE TO THE FIRE THAT ENSUED. A POST-ACCIDENT INSPECTION OF THE AIRCRAFT CONDUCTED BY INSPECTORS FROM THE WICHITA FLIGHT STANDARDS DISTRICT OFFICE INDICATED THAT THE PASSENGER AREA WAS EXPOSED TO THE GREATEST AMOUNT OF HEAT DURING THE FIRE; MINIMAL FIRE DAMAGE OCCURRED TO THE AIRCRAFT FORWARD OF THE FIREWALL. FIRE INVESTIGATORS FROM THE WELLINGTON FIRE DEPARTMENT CONFIRMED THIS OBSERVATION DURING THEIR OWN INVESTIGATION; NO ORIGIN OF THE FIRE COULD BE DETERMINED. THE NON-CERTIFICATED AIRMAN RECEIVED ONLY MINOR INJURIES AS A RESULT OF THE ACCIDENT; THE PASSENGER WAS UNINJURED.
