PILOT OF N352MR LANDED ON RWY 25 AT TOL AIRPORT WITHOUT A LANDING CLEARANCE.  THE PILOT WAS TOLD TO CONTINUE INBOUND AND WAS NOT GIVEN FURTHER CLEARANCE TO GO AROUND OR TO LAND.
