ON AUGUST 28, 2010, STUDENT PILOT, MICHAEL JASON PUGH, ATTEMPTED A TAKE OFF FROM BARTLESVILLE, AIRPORT, (BOV) RUNWAY 17. HE WAS CONDUCTING A SOLO CROSS COUNTRY FLIGHT IN PREPARATION FOR HIS PRIVATE PILOT CHECK RIDE. HE INDICATED TO AIRPORT PERSONNEL AFTER THE ACCIDENT THAT THE AIRCRAFT WAS NOT PROPERLY CONFIGURED FOR TAKEOFF PRIOR TO ENTERING THE ACTIVE RUNWAY 17. THE FLAPS WERE SET FOR LANDING AT THE TIME, AND WERE NOT CONFIGURED FOR TAKE OFF. THE STUDENT INDICATED HE REALIZED THE AIRCRAFT WAS NOT PROPERLY CONFIGURED FOR TAKE OFF (FLAPS WERE SET TO 30 DEGREES) AND ATTEMPTED TO CORRECT THE PROBLEM BY RETRACTING THE FLAPS DURING THE TAKEOFF ROLL. HE INDICATED HE PULLED BACK TO PARTIAL POWER AND ATTEMPTED TO BREAK THE AIRCRAFT. THE AIRCRAFT DEPARTED THE RUNWAY DRIFTING TO THE LEFT (EAST) STRIKING A PAPI LIGHT WITH THE LEFT GEAR. THE AIRCRAFT CONTINUED TO DRIFT TO THE EAST CROSSING THE TAXIWAY, BRAKING A TAXI LIGHT AND CONTINUING TO THE EAST UNTIL HITTING THE PERIMETER FENCE AND STOPPING. AT SOME POINT THE PILOT INDICATED HE PULLED ALL THE POWER OFF. THE AIRCRAFT TRAVELED APPROXIMATELY 1200 FEET FROM THE POINT WHERE IT LEFT THE RUNWAY.
