## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT REPORTS SEEING OTHER AIRCRAFT (N2FD) CIRCLING ON THE WATER, AND DOES NOT MAKE A RADIO CALL FOR TAKEOFF DUE TO INOPERATIVE EQUIPMENT. PILOT CLEARS THE DEPARTURE PATH VISUALLY AND INITIATES A NORMAL TAKEOFF AND CLIMBOUT. N9699P CLIMBS OUT AND MAKES A SLIGHT LEFT HAND TURN; SUBSEQUENTLY IMPACTING THE OTHER PA-18, N2FD, FROM BEHIND AND BELOW. IMPACT DAMAGE ON N2FD INDICATES THAT THE PROPELLER OF N9699P DESTROYED THE RIGHT WING ON N2FD, INCLUDING AND IN ENTIRETY, THE RIGHT AILERON AND RIGHT FLAP.
