## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

AIRCRAFT WAS SEEN TAKING OFF ON RUNWAY 23, AND WHEN IT REACHED ABOUT 250 FT ALTITUDE, THE ENGINE WAS HEARD BACKFIRING SEVERAL TIMES, AND THEN STOPPING ALTOGETHER. THE PILOT WAS SEEN INITIATING A SHARP TURN TO THE RIGHT, AS IF ATTEMPTING TO RETURN TO THE RUNWAY. THE AIRCRAFT STALLED, AND ROLLED 360 DEGREES, FOLLOWED BY A FLAT SPIN FROM WHICH IT DID NOT RECOVER. THE ON-SITE INVESTIGATION REVEALED THAT THE ENGINE WAS NOT TURNING ON IMPACT. FURTHER EXAMINATION OF THE ENGINE IS PENDING.
