## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

PILOT HOLDS A CURRENT INSTRUMENT RATING AND WAS PRACTICING ACTUAL IFR APPROACHES AT THE TIME OF THE INCIDENT. AFTER A NUMBER OF SUCCESSFUL APPROACHES TO RNWY 05, PILOT STATED THAT DURING SAID INCIDENT APPCH IN ACTUAL IMC, GLIDESLOPE NEEDLE ON HSI DID NOT MOVE, THEN ALL OF A SUDDEN, STARTED SWINGING ERRACTICLY, THEN STUCK OUT OF VIEW. AT THAT POINT, THE PILOT BROKE OUT @ 400' DIRECTLY ABOVE THE INTERSECTION OF RNWY 05 AND RNWY 14. PILOT THEN ASKED ATC IF HE COULD LAND ON RNWY 14 AND ATC STATED NO UNLESS HE WAS DECLARING AN EMERGENCY. ATC THEN ASKED IF PILOT WANTED TO DECLARE AN EMERGENCY, AND PILOT STATED YES, THEN IMMEDIATELY DID A 270 DEGREE TURN TO THE LEFT AND LANDED ON RNWY 14 WITHOUT FURTHER INCIDENT. AFTER ROLL-OUT, PILOT WAS INFORMED TO TAXI CLEAR OF THE RUNWAY. MINUTES LATER, PILOT WAS MET ON GA RAMP BY AIRPORT POLICE AND ASKED TO PROVIDE ID AND CONTACT INFO. NO FURTHER CONTACT WAS MADE BY ATC.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
