## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

DURING MAINTENANCE RIGHT WING WAS DEFUELED OF AN UNDETERMINED AMOUNT OF FUEL SO WING FUEL PANELS COULD BE RESEALED DUE TO LEAKING. AFTER REPAIR APPROXIMATELY 50 GALS WAS PUMPED BACK INTO RIGHT WING, FOR LEAK CHECK PURPOSES. RATHER THAN FILLING THE WING. POST MAINTENANCE ENGINE RUNS WERE PEERFORMED THEN USING FUEL GAUGES TO DETERMINE QUANITIY NEEDED FOR THE FLIGHT ONLY LEFT WING WAS FILLED TO EVEN OUT THE FUEL GAUGES. AFTER TAKING OFF AT APPROXIMATELY 12:00 LOCAL FOR MAINTNEANCE TEST FLIGHT. DURING WHICH THE FUEL IMBALANCE CAUTION LIGHT CAME ON THREE TIMES. THE ENGINE FAILED. AIRMAN CHECKED FUEL GAUGES WHICH SHOWED RIGHT WING HAD APPROXIMATELY 15 MORE GALLONS THEN THE LEFT. AIRMAN SELECTED THE RIGHT TANK AND ATTEMPTED A RESTART. RESTART FAILED AND MANUAL OVERRIDE CONTROL WAS USED RESULTING IN 15 SECONDS OF POWER THEN FAILURE AGAIN DUE TO FUEL EXHAUSTION. AIRMAN THEN PROCEEDED TO MAKE AN EMERGENCY LANDING, ON THE HIGHWAY DECIDED TO RETRACT GEAR TO LIMIT FORWARD MOVMENT INTO TRAFFIC, BUT RIGHT MAIN FAILED TO RETRACT. DURING 90 DEGREE LEFT TURN INTO THE HEAVY WING AIRCRAFT STALLED.
