THE PILOT REPORTED LOSS OF POWER JUST AFTER TAKEOFF.  THE AIRCRAFT LANDED HARD ON INTERSECTING RUNWAY 13, CAUSING MINOR DAMAGE TO THE AIRCRAFT.
