N9501W DEPARTED RUNWAY 19L FOR LEFT CLOSED TRAFFIC.  ON CROSSWIND, THE PILOT DECLARED ENGINE OUT.  THE AIRCRAFT ATTEMPTED TO RETURN TO RUNWAY 1R AND LANDED SOUTH WEST OF THE TAXIWAY G/E ON THE GOLF COURSE DRIVING RANGE STOPPING AGAINST THE BOUNDARY FENCE.
