## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

DURING FLIGHT, THE STUDENT PILOT STATED THE THROTTLE WAS STUCK. INSTRUCTOR THEN TOOK THE CONTROLS. INSTRUCTOR DETERMINED THAT THE THROTTLE WOULD NOT MOVE AFT BELOW 2100 RPM'S, BUT COULD BE MOVED FORWARD. INSTRUCTOR COULD NOT SEE ANY OBSTRUCTIONS OR DETERMINE ANY CAUSE FOR THE SITUATION. INSTRUCTOR DECIDED NOT TO FORCE THE THROTTLE TO MOVE TO KEEP IT FROM BECOMING STUCK AT EITHER A HIGHER OR LOWER POWER SETTING WHICH COULD BE DETRIMENTAL. INSTRUCTOR THEN DECLARED AN EMERGENCY WITH DVT TOWER AND INFORMED THEM THAT HE INTENDED TO CUT THE MIXTURE ON FINAL AND LAND. AIRCRAFT WAS LANDED WITHOUT FURTHER INCIDENT.AIRCRAFT WAS INSPECTED BY MAINTENANCE. MAINTENANCE PERSONNEL VERIFIED DISCREPANCY AND FOUND A BROKEN TIE WRAP AT THE WIRE BUNDLE ADJACENT TO THE THROTTLE SWITCH IN THE QUADRANT WITH LOOSE WIRES INTERFERING WITH CLEVIS/JAM NUT. A REVIEW OF AIRCRAFT RECORDS SHOWED THAT THE AIRCRAFT HAD A PREVIOUS DISCREPANCY ON 7-20-12 WHERE THE AIR CONDITIONING WAS INTERMITTENT, LEADING MAINTENANCE PERSONNEL TO INSPECT THE SYSTEM WIRING AND PERFORM AN OPERATIONAL CHECK. IT COULD NOT BE DETERMINED IF MAINTENANCE DURING THIS TIME CAUSED THE INTERFERENCE DESCRIBED ABOVE. NO OTHER MAINTENANCE RECORDS DESCRIBED WORK BEING PERFORMED IN THIS AREA SINCE LAST RELEVANT PHASE INSPECTION.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
