## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

WHILE TAXIING TO THE RUNWAY FOR TAKEOFF, THE APPLICANT FOR A PRIVATE PILOT MULTIENGINE LAND PRACTICAL TEST LOST DIRECTIONAL CONTROL OF THE "TWIN BEE" AMPHIBIOUS AIRCRAFT DUE TO LOSS OF EFFECTIVE BRAKE PRESSURE ON THE LEFT BRAKE WHILE MAKING A RIGHT TURN WITH A MODERATE CROSSWIND FROM THE RIGHT SIDE OF THE AIRCRAFT. WITH NO BRAKES INSTALLED ON THE RIGHT SIDE OF THE COCKPIT, THE PILOT EXAMINER CONDUCTING THE PRACTICAL TEST WAS UNABLE TO INSTANTLY INTERVENE. INTERVENTION WITH DIFFERENTIAL POWER BY THE PILOT EXAMINER PREVENTED THE AIRCRAFT FROM GOING INTO A DITCH, BUT THE RIGHT SPONSON SUSTAINED MINOR DAMAGE FROM CONTACT WITH AN EMBANKMENT.A POST INCIDENT INSPECTION OF THE AIRCRAFT BRAKE SYSTEM REVEALED A LOW LEVEL OF BRAKE FLUID IN THE LEFT BRAKE MASTER CYLINDER AND AIR IN THE LEFT BRAKE LINE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
